The majority of the ski centers of Greece is facing serious infrastructure problems related to mechanical equipment, road connections, the available human resources, increased competition, diversification of consumer requirements, improve service, promote and finally viewing them. Also the climatic peculiarities of our country in general and climate change raise questions as to the duration of snow cover in the ski centers.
This paper studies the snow cover of the ski centers and days of operation thereof for a period of 11 years starting from 2003 - 2004 until 2013 - 2014. The study presents the institutional framework, literature review, leading to findings for winter tourism, identifies the causes of the problem and formulate policy proposals. Finally, presented research on the functioning of the Greek ski centers.
The conclusions - recommendations of the study will contribute to the design of a national policy for the development of ski centers and winter tourism in general, that future investments can be economically viable and contribute to the Greece have tourism all year round.

The development of social media has been reported to have reshaped
the tourism industry, as in general revolutionary information and
communication technologies have deeply affected the society and its
overall functioning. Facebook and Tripadvisor are two of the
applications mostly discussed that do have an important impact on the
image of the companies associated with the sector.
The contribution of Greek tourism in the country’s economy has been
highlighted several times over the years. However, not all the
regions contribute equally. More specific, coastal areas and islands
that represent the core Greek tourist product, sea and sun, are the
most popular ones whereas the rest of the Greek territory remains
'unexploited' in tourism terms.
Through this study is attempted, two hot issues, such as social media
and experiential tourism, to be approached and to conclude in whether
a digital investment to promote experiential tourism would be a
valuable one to generate tourism flow to sense and feel the taste of
Greek tourism reality as an alternative of casual tourism marketing.
In order to answer that, relevant literature has been reviewed. The
current situation has been described, involving the promotion of
Greece as destination and tourism-related enterprises using ICTs and
social media. The factors affecting the effectiveness of the
investment, like economic circumstances, the geography and culture of
the region are also examined.

Η δια βίου μάθηση αφορά στις μαθησιακές δραστηριότητες κατά τη διάρκεια όχι μόνο της εργασιακής ζωής αλλά και της συνολικής ζωής των ανθρώπων. Αποσκοπεί στην ανάπτυξη και στην απόκτηση ειδικών δεξιοτήτων, οι οποίες θα συμβάλλουν στην ένταξη και στην εξέλιξη των εργαζομένων στο σύγχρονο ανταγωνιστικό οικονομικό περιβάλλον, που επηρεάζεται και από την οικονομική κρίση. Περιλαμβάνει διάφορες μορφές εκπαίδευσης όπως είναι η τυπική και η άτυπη μάθηση.
Η σημασία της Διά Βίου Μάθησης είχε αναδειχθεί και στο παρελθόν με τη συμβολική ανάδειξη της και στο τίτλο του Υπουργείου Παιδείας, ως Υπουργείο Παιδείας, Διά Βίου Μάθησης και Θρησκευμάτων.
Για αυτό το λόγο έχουν δημιουργηθεί τα Κέντρα Διά Βίου Μάθησης (Κ.Δ.Β.Μ.), τα οποία είναι είναι η βασική δομή εκπαίδευσης ενηλίκων, που από το 2010, λειτουργεί σε επίπεδο Δήμου. Σύμφωνα με το Ν. 3879/2010 ο Δήμος αναλαμβάνει την ίδρυση αλλά και τη λειτουργία Κ.Δ.Β.Μ. «που οργανώνονται στο πλαίσιο της υπηρεσιακής μονάδας που ασκεί αρμοδιότητες διά βίου μάθησης ή Νομικού Προσώπου του Δήμου που εφαρμόζουν το τοπικό πρόγραμμα διά βίου μάθησης».
Σε αυτό το πλαίσιο ο Δήμος Τρικκαίων ίδρυσε το δικό του Κ.Δ.Β.Μ. το 2012 με κύριους στόχους τη δημιουργία θετικής στάσης ως προς τη μάθηση και ενίσχυση των ίσων ευκαιριών πρόσβασης στην εκπαίδευση, τη σύνδεση ή επανασύνδεση με την εκπαιδευτική διαδικασία ενηλίκων, οι οποίοι για οποιονδήποτε λόγο δεν ολοκλήρωσαν την υποχρεωτική εκπαίδευση, την ενίσχυση των δυνατοτήτων πρόσβασης στην αγορά εργασίας, καθώς και της διατήρησης της θέσης εργασίας ή της επαγγελματικής εξέλιξης και τέλος τη δυνατότητα εκπαίδευσης/επιμόρφωσης με ευελιξία ως προς τον χώρο και τον χρόνο.
Σε αυτή τη μελέτη θα παρουσιάσουμε τις δράσεις και τα προγράμματα του Κ.Δ.Β.Μ. του Δήμου Τρικκαίων τη συμμετοχή των πολιτών και των εργαζομένων και τα συμπεράσματα που προέκυψαν από τη σχεδόν τριετή δράση του.
Η εισήγηση θα στηριχθεί στη μελέτη των πρωτογενών πηγών, στη μελέτη περίπτωσης του Κ.Δ.Β.Μ. του Δήμου Τρικκαίων και στη μελέτη ιδεατών περιπτώσεων Δήμων άλλων χωρών. Τα όποια αποτελέσματα και προτάσεις μπορεί να είναι χρήσιμα και να χρησιμοποιηθούν τόσο από το δήμο Τρικκαίων όσο και από άλλους Δήμους με παρόμοιο μέγεθος σε όλη τη χώρα.

This work aspires to study the role of the Higher and Highest Educational Institutions in the sustainable development of a Region. More particularly, is studied the impact of the T.E.I. of Thessaly (based in Larissa and the annexes are in Trikala and Karditsa) in economic, social, cultural and educational life of the Region. The article is divided into three parts. In the first part it is studied the T.E.I of Thessaly (in the frame of country’s higher education) and the region of Thessaly. In the second part it is presented the basic conceptual delimitations and finally in the third part the research conducted in order to highlight the establishment and operation impacts of T.E.I. Departments in the broader Region. The conclusions of this study will contribute to the dialogue developed and will provide knowledge for the peculiarities of the Thessaly Region.

Έχει πλέον περάσει ικανός χρόνος από την εφαρμογή του Ν. 3852/2010 «Πρόγραμμα Καλλικράτης», και με την πραγματοποίηση δύο εκλογικών αναμετρήσεων, το Νοέμβριο 2010 και το Μάιο 2014. Είμαστε σε μια περίοδο που μπορούμε να ασκήσουμε μια πρώτη κριτική στη λειτουργία αλλά και στην οργάνωση του θεσμού. Κριτική που αναφέρεται στα οικονομικά των νέων Ο.Τ.Α, τους πόρους και την κατοχύρωση της οικονομικής ανεξαρτησίας τους, την εσωτερική οργάνωση και λειτουργία των Δήμων και τέλος την καλύτερη εξυπηρέτηση των πολιτών. Το Πρόγραμμα «Καλλικράτης» προσπάθησε να αλλάξει το τοπίο στην Αυτοδιοίκηση εισάγοντας, καινοτόμες για τα ελληνικά δεδομένα έννοιες, αλλά υστέρησε σε έμπνευση, συμμετοχή της ίδιας της Αυτοδιοίκησης και των τοπικών κοινωνιών σε μια ευρωπαϊκή προοπτική.
Η εργασία στηρίζεται στη μελέτη των γραπτών τεκμηρίων, στη χρήση της ιστορικής μεθόδου και στην ερευνητική μέθοδο, με τη χρήση των συνεντεύξεων σε Δήμο της Περιφέρειας της Χώρας. Τα συμπεράσματα αυτής της μελέτης είναι ιδιαίτερα σημαντικά και η όποια αξιοποίησή τους θα συμβάλλουν ουσιαστικά στη διόρθωση των τυχόν αδυναμιών του Προγράμματος και ειδικά στην Περιφέρεια και ελπίζουμε να αποτελέσει την αρχή για τη διενέργεια μελλοντικών μελετών στο αντικείμενο.

This paper exhibits the implementation of a method for monitoring and auditing programme’s crucial projects using project management methodologies and appropriate software tools. It also presents the findings of the method’s application in five projects selected from East Macedonia& Thrace’s Regional Operational Programme.(ROP). Regional Operational Programme is a document setting out a region’s development strategy, with a coherent set of priorities to be carried out with the aid of one of the Structural or Cohesion Fund instruments. It is submitted to the European Commission.
Management of projects with significant budget which are organized and grouped in Regional Operational Programmes (ROPs), using typical methodologies of project management constitutes an influential step to avoid resource consumption’s delays, from project’s implementing organization aspect and also from programme managing authority’s aspect. Although the programme management requests information that differs from project management information, the rational programming and implementation of the crucial projects- members of a programme using project management methodologies and software immunizes the effective programme’s route.
The most valuable finding from method’s application is a proposal for the reformation of the process that accomplishes the project contractor’s payment process and qualification instructions, therefore from project’s implementing organization aspect and also from programme managing authority’s aspect, the control of the project and the programme is ensured and improved.

This paper examines the application of the concepts and methodologies of multicriteria data analysis to identify risk factors in achieving the strategic objectives of a programme. The specific case study refers to a final beneficiary satisfaction analysis for a sample of projects of a sub-programme of the Operating Programme for Education and Training at the Greek ministry of Education, funded by the European Social Funds (2001-2006). The “satisfaction” of project organizations with regard to several aspects of project and programme elements and processes are analysed providing results that can be useful for the programme organizations.
The MUSA (Multicriteria Satisfaction Analysis) method was used for analyzing the satisfaction of project managers with respect to several characteristics associated with four dimensions: the project’s results, the operations of the programme organization, the involvement of the project organization and the performance of the project team. The MUSA approach establishes global multicriteria satisfaction functions for each dimension, and provides additional information (criteria weights, indices of partial and global satisfaction etc.). In addition action maps help to identify strong and weak points and propose improvement actions.
The proposed methodology can be a valuable tool for programme organizations, in determining critical success and risk factors, especially in the case of “soft” action projects where the results are not tangible and project management at beneficial organizations is provides at an ad-hoc basis

Measuring user satisfaction is a key element, for improving the quality of products, services and processes since it provides organizations feedback and information that can be used as a guide in planning corrective actions.
This paper examines the application of the concepts and methodologies of multicriteria data analysis for providing feedback to programme organizations in the process of selection assessment, monitoring and evaluation of projects. The specific case study refers to the Operating Programme for Education and Training at the Greek ministry of Education, funded by the European Social Funds (2001-2006). The “satisfaction” of project organizations with regard to several aspects of project and programme elements and processes are analysed providing results that can be useful for the programme organizations.
The MUSA (Multicriteria Satisfaction Analysis) software was used for analyzing the survey data. The MUSA methodology provides users the ability to analyze and interpret the satisfaction of project organizations based on global multicriteria satisfaction functions, and additional information (criteria weights, indices of partial and global satisfaction etc.). In addition action maps help to identify strong and weak points and propose improvement actions.
The proposed methodology can be a valuable tool for programme organizations, in determining CSF and risk factors, especially in the case of “soft” action projects (eg. education, training, etc), where the results are not tangible and measurable both in terms of quantity and quality (such in the case of construction projects) and project management at beneficial organizations is provides at an ad-hoc basis
